MALINTENT: Homeland Security Gets Inside Your Head

"Homeland Security is now testing the next generation of security screening -- a body scanner that can read your mind," reports Allison Barrie of FOX News ("Homeland Security Detects Terrorist Threats by Reading Your Mind," foxnews.com, 23 Sept 2008).

This is no polygraph, Barrie says. Subjects do not get hooked up or strapped down for a careful reading. The machine is "like an X-ray for bad intentions," with its "series of sensors and imagers that read your body temperature, heart rate and respiration for unconscious tells invisible to the naked eye -- signals terrorists and criminals may display in advance of an attack."

The photo above, from the (London) Telegraph's 24 September 2008 article on MALINTENT, suggests that one simply walks through a standard scanner. But Barrie's report indicates that the experimental equipment was housed in a long trailer truck, where more than 144 (mostly unwitting) subjects were tested.

Hazleton says that a series of sensors, like the one shown below, read body temperature, heart rate and respiration. "Analyzed together, these factors can lead security services to potential terrorists. Any suspects are pulled aside for questioning, and then subjected to a second scan, which involves microfacial scanning."

This equipment "is able to read minute muscle movements which give further indications of criminal intent.

"So far it can read seven primary emotions and emotional clues and will eventually have equipment which can analyze body movement, an eye-scanner and a pheromone reader."

MALINTENT' has been described as the "brainchild of the cutting-edge Human Factors Division in Homeland Security's directorate for Science and Technology." It apparently uses facial scanners and body scanners, referred to as Future Attribute Screening Technology (FAST). By reading the expression on one's face and comparing that expression to other faces on a database, computers can presumably read one's mood and mental intentions.

Can thoughts be read by artificial means?

Short answer: yes.

You may not realize it, but when you think to yourself, your subconscious mind often forms the words, as if trying to speak. These "subvocal" words are then sent to the voice box, where they make the vocal chords hum.

Here's the spooky part: NASA has developed sensors that can read the vibrations made by silent, said-to-self speech. The digital signals from these sensors can be fed to a computer software program that interprets the vibrations and translates them into artificial speech or into written text. The text, in turn, can be sent by phone line to a person hundreds of miles away.

For all practical purposes, these machines can be used to hear or "read" the unspoken thoughts of another human being. It amounts to artificial mind reading.

The covert applications of "silent speech" technology are also fairly obvious. To communicate secretly at a business meeting, one could potentially wear sensors under a turtle neck and transmit one's thoughts to a business partner wearing a bluetooth phone. Such a device could also be used to cheat at cards, to steal any data that can be seen and read, or to give silent orders among soldiers on a battlefield.

Alarmingly, the perfection of such equipment implies that at some time in the near future, remote sensors might be able to read silent, said-to-self thoughts without the target's knowledge or consent.

Psychotropic Space Weapons

To summarize briefly: neurophysicists have discovered that they can model the vibratory patterns of psychotropic chemicals like LSD. When scientists project these carefully shaped sonic vibrations onto the human brain, they can induce altered states of mind, exactly as if they were injecting the person with a drug.

The powerful hypodermic effect of such sonochemisty has some wonderful applications, but it also has some terrifying and very scary applications. It means that electro-magnetic beam weapons can be used to "drug" people against their will. Beam weapons can be used remotely, at a distance. PSYCHOTROPIC SPACE WEAPONS NOW CAPABLE OF DIRECTLY MANIPULATING GLOBAL POPULATION AREAS

Member of the Russian Federation of Space Exploration Scientific and Technical Council, Anatoliy Ptushenko describes spaced-based energy systems . . . that are "capable of driving millions of people crazy."

The first articles [give] an in-depth account written by a member of the Russian Federation of Space Exploration Scientific and Technical Council, Anatoliy Ptushenko. He discussed "for the first time in our press in Rabochaya Tribuna . . . psychotropic weapons . . . spaced-based energy systems . . . that are "capable of driving millions of people crazy . . . which started to be developed in the sixties."

The article continues with a discussion of space-based energy systems and the need for the world community to establish an a priori permanent, preventive monitoring of the development and deployment of space-based energy systems. He then describes the demonstrators on the streets of Moscow "with banners saying 'stop developing psychotronic weapons.' (Moscow Rabochaya Truibuna 11-26-94).

"[P]eople at the time were most interested in microwave systems. . . . However, the most important thing was deemed to be the psychotropic effect created by these systems under certain conditions. That was why they were officially called psychotropic rather than psychotronic weapons. It turned out that it was all a matter of frequency . . . .

"Generally speaking, most readers are probably familiar with superhigh frequency radiation: Few people with a head cold or a sprain have not sat in a clinic between the two black plates of a 'UHF generator.' There are frequencies that are beneficial to people. But naturally there are also those which are hazardous. At certain frequencies (I think that only professionals are interested in knowing precisely which ones) microwave radiation creates that very same psychotropic effect. That is, it has a direct physical effect on the human brain."

"So a microwave system can easily be tuned into a psychotropic weapon -- formidable in that it has a direct effect on the human brain . . . just by retuning the generator."

Ptushenko stated, "The terrible danger of psychotropic weapons is the possibility of their simultaneously and unequivocally affecting large masses of people over huge areas." He writes "Moskovskiye Novosti, The Komsomolka, Golos, Moskovskiy, Komsomolets, and many other papers have been frantic to tell us all about 'psychotronic' weapons (as if they had conspired!) . . . [T]hey are talking about something completely different: about hypnosis, 'verbal zombification,' the effect of ultrasound signals on the human subconscious (on the lines of Ilona Davydova). The subject of the articles is always associated with an acoustic address system involving suggestions, for instance, i.e. verbal (oral) pressure on a person -- albeit using inaudible ultrasonic frequencies."

Ptushenko then mentions Dr. Smirnov, the Russian psychiatrist who is famous for his mind control equipment [see 20+ section]. "Smirnov has it that 'psychotronics" are easily blocked . . . . But these childish tricks will not work with psychotropic weapons. It resembles the effect of a psychotropic drug, which is why the weapons were called psychotropic: An imbalance occurs, a fundamental change in a person's psyche, he loses self-control and becomes easily led, and his mind moves from the real world to a world of hallucination."

Ptushenko then distinguishes psychotropic drugs from psychotropic weapons."But there are fundamental differences between them. All pharmaceutical psychotropics are temporary-acting. While microwave radiation is variable: It can affect a person (or an Army) temporarily or possibly forever. It is all determined by the mix of frequency and the power of the radiation. These systems were called "psychotropic weapons" in official secret documents 30 years ago. It was these systems that we began to appreciate in the sixties."

Ptusenko ends the article with a warning. "They may quite well have actually been tested. It was not for nothing that at that time some graduates of the Moscow State University Biology Faculty were sent to Ministry of Radioeelctronics Research Institutes . . . . So let us leave the notorious science of psychotronics to the conscience of psychiatrists, psychics, and hypnotists. Nevertheless, faced with such a terrible danger as psychotropic weapons (and other kinds of space-based weapons), it is our duty to ensure that the development and operation of space based solar energy system receive popular and above all mass media scrutiny."


The above article describes the tremendous amount of information on psychotronics in Russian newspapers and agrees with the concerns of Lopatin and Tsygankov and the need to control these weapons. Ptushenko questions the psychotronic weapons school of thought and whether hypnosis will work on unwilling subjects. Hypnosis does work on unwilling subjects [see Dr. Scheflin's book Mind Manipulators (1978) and Dr. Colin Ross, Bluebird (2000). Both books document government involvement in hypnosis research and disinformation surrounding this issue.

Ptushenko [also] questions the information available on psychotropic weapons [and] claims concerning "hypnosis, 'verbal zombification,' the effect of ultrasound signals on the human subconscious . . . ." Ptushenko states emphatically that psychotropic weapons,"do not enable the individual human mind to be controlled in a precise and purposeful way. They simply 'jam' any internal connections responsible for a person's self-control, and he becomes easily controllable 'according to mob law' in line with commands form a space-based station. He can be controlled either from earth or from a command center lost in space."

These are considerable statements coming from a prominent space expert. Ptushenko has obviously given the matter serious consideration and believes that there are terrible dangers from psychotropic weapons and public debate is necessary. Further research is needed.

Information Warfare: The Teledisc Satellite System

The following article, written by Russian military experts, discusses information warfare.
Lopatin extensively discussed the threat of information warfare in his book.

In the U.S., the Learning Channel TV program "War 2020" (produced by Beyond Productions in 1998) is a good representation of information warfare. The program included Dr. Persinger of Canada's Laurentian University and his discussion on magnetic signals and how signals could be beamed from television, microwave and telephone towers and systems to targeted populations for mind control purposes.

The program narrator stated, "The ultimate weapon in the info war would be the human brain.
. . . . Mind control will be the ultimate nonlethal weapon."

Mind control weapons are categorized as information and nonlethal weapons, according to these sources. This article describes space weapons, including targeting of populations anywhere in the world with behavior control.

The article supplies details to prove that behavior control weapons are feasible, that the U.S. is concentrating research in this area and warns about possible American information and space warfare.

Along with ordinary wars, states have waged "information wars" since time immemorial, and are doing so now. But while previously they were given only an auxiliary role, lately their significance has grown immeasurably, and new technologies are "guilty" of this.

Armeyskiy Sbornik regularly publishes articles on this topic. Today leading specialists of the RF Armed Forces tell about achievements in this area.

"The Teledesic Advanced low-altitude global satellite communications system is of special interest. It will have 15 times more satellites than [the] Iridium -- 840. With other conditions being equal, the low orbit of small, lightweight craft (no more than 700 km) permits increasing the power of their radio emission on the Earth's surface 2,500 times or more and performing a wide range of military missions.

"It is unprecedented: the numerical size of the Iridium orbital grouping enables as a minimum simultaneously irradiating any point on Earth from two spacecraft. This provides double redundancy and increased reliability of communications, as for military systems. The band of radio-frequency emissions (20-30 GHz) also has not been used previously in commercial communications."

"An analysis of the enumerated features indicates that the Teledesic system can be used for irradiating ground, sea and airborne facilities with high-power modulated emissions, which in various automated control systems permits initiating computer viruses such as "sleepers," triggered by a special signal. This can become a real threat to security for countries whose command and control systems are oriented on foreign equipment.

"A psychophysical effect on people also is possible for the purpose of altering their behavior and even controlling the social aims of regional or even global societies. Fantasy? But the fact is that today the United States is spending as much money on developing psychophysical weapons as on the most complex space programs, and such a correlation cannot be accidental.

"The Americans began such research back in the prewar period and continued it after the war within the scope of programs known as MC-Ultra mind control, MC-Delta (remote alteration of human behavior) and also Bluebeard and Artichoke.

"Such an effect also is possible via the mass media by creating special audio signals in music hits, key video images in television programs and so on.

"The Teledesic space system also can be used for this same purpose. Suffice it to recall numerous statements to courts by U.S. citizens that cellular communications is the cause of various ailments, including brain cancer. U.S. scientists from the National Cancer Institute and the Food and Drug Administration recommended limiting use of such communications systems. Similar effects also are possible from the new systems. True, for this the output of its satellites has to be increased a thousand times more that what was announced, but technically it is fully feasible."

"Thus, the new space systems are potentially dangerous from the aspect of unfolding a wide-scale 'information war' and even creating a global systems for controlling people's behavior in any region, city or locality, including one's own. The U.S. Army's Telepathy Battle Command

A declassified FY 1999 Army budget estimate submitted to Congress in February 1998 indicates that, more than 10 years ago, the U.S. Army was planning to group all of its telepathy operations into a single Telepathy Battle Command. Volume 3 Page 1197 lists the budget for Project D985 - Concepts Evaluation 0f Materiel - and indicates among its FY 1997 Accomplishments a simple, one-line project designated "Telepathy Battle Command." No fooling. The Army was testing out the concept of a Telepathy Battle Command.

There was no reason for the U.S. Army to test the concept of a "telepathy battle command" if it had not already tested or fielded telepathic weapons themselves. At the very least, this line item of the 1998 budget indicates that the U.S. Army takes the threat of telepathic battle and telepathic weapon systems seriously. They certainly were throwing serious money at it.

Is There An Active and Operational Telepathy Battle Command?

If the U.S. Army has built an active and operational Telepathy Battle Command center, it may be part of the Army's strategic "Command Post of the Future" (CPOF) system. However, CPOF places a greater emphasis on computers and digital imagery than "exotic" systems like telepathy. For more on CPOF, see:

Paul Smith's book Reading The Enemy's Mind and Jon Ronson's book The Men Who Stare At Goats both suggest that the DoD runs its telepathy programs through the Defense Intelligence Agency and Army INSCOM (Intelligence and Security Command). Both Army INSCOM and the National Security Agency are located at Ft. Meade, MD, which makes that town the most likely "hub" location.

It is also possible that elements of an Army "Telepathy Battle Command" have been placed at highly classified "black" facilities near Ft. Bragg, NC, headquarters of the Army Special Operations Command and home of the Army's Psychological Operations Directorate.

Soon to be released as a major motion picture starring George Clooney and Jeff Bridges, this off-the-wall expose by Jon Ronson explores the "more whacked-out corners of George W. Bush's war on terror."

Ronson takes us on a tour of the U.S. military's strange psychological warfare programs in a disturbing yet disarmingly funny romp that stumbles upon some serious human rights abuse. Highly readable, the book shines much needed light on several military programs that seem certifiably insane.

For example, we meet the New Age leaders of the touch-feely First Earth Battalion, a group of "psychic assassins" who believe that they can kill goats by staring at them, martial artists who trained the 911 pilots in "kamikaze mind," and PsyOp soldiers who torture prisoners in Iraq by locking them into sheds and playing the theme tune to Barney the Purple Dinosaur ("I Love You") full blast for 24 hours a day.

Ronson also dares to ask: "Why have 100 debleated goats been secretly placed inside the Special Forces Command Center at Fort Bragg, North Carolina?" and "How was the U.S. military [remote viewing program] associated with the mysterious mass suicide of a strange cult from San Diego?"

This amazing book puts a human face on the "Wizards of Oz" who run the Army's psychological warfare department. Of most interest to voice hearers may be Ronson's cheeky interview with Col. John B. Alexander and his wide-eyed exploration of subliminal sound technology in a chapter titled "The Frequencies. " This plucky reporter actually manages to track down Dr. Oliver Lowery, owner of the patent for the Silent Subliminal Presentation System.

In fact, with typical British humor and effrontery, Ronson does a bang-up job summarizing the entire history of American Psy-Ops for the last 30 years. It's an outstanding read. Highly recommended.

Relevance to Artificial Telepathy: Smith provides an overview of the key organizations and people in the U.S. Army, the Defense Intelligence Agency, and the Central Intelligence Agency who have pursued the use of remote viewing and "natural" telepathy as a weapons system. It's an extraordinarily well-sourced and highly detailed account that gives names, dates and places from about 1970 forward to 2002.

The development of artificial telepathy, synthetic telepathy and psychotronic weapons has definitely followed a "Star Gate pattern." Indeed, one might think of Remote Viewing and Artificial Telepathy as the right hand and left hand of the same PsyOps program. With regard to research, organization, funding, training, doctrine, rules of engagement and operational procedures, the two telepathy programs are nearly identical. They are headed by the same key people and organizations: DIA, CIA, Army INSCOM, the Office of Naval Intelligence and the Air Force. Within the university community and the military weapons lab system, they share the same facilities.

Summary Review

Without any "official" evidence to support the claim that the U.S. military is zapping the brains of innocent civilians with acoustic weapons that mimic telepathy, one must turn to sources like Paul Smith's book, Reading The Enemy's Mind , which provides a valuable window into the DIA's Star Gate Program from its inception in 1983 to its "hijacking" by the CIA in 1995.

The book clearly indicates that certain special operations officers at the Pentagon have pursued an intense interest in telepathy for years. It indicates that the U.S. Army played a lead role in the R&D and the Army clearly intends to use telepathy as an active PsyOp weapons system. It also attests that intense telepathy research has been funded secretly for decades by the Defense Intelligence Agency and the CIA.

Much of the information provided by author Paul Smith is now outdated, but this book provides a fairly reasonable facsimile of the structure, doctrine and training of DoD personnel within present-day black programs. If there are teams of covert operatives using cutting-edge artificial telepathy systems to zap the brains of innocent civilians, then these black-op teams are probably organized much like the Remote Viewing teams described in Smith's book.

The book shows these people with a human face. It provides many photographs.

The book also beautifully illustrates the kind of political squabbling and in-fighting that still goes on between the Air Force, Army INSCOM, DIA, CIA, Congress and the academics at major universities.

About the only happy or positive conclusion one can reach is this: If the Artificial Telepathy programs run by the Army are even half as messed up as the Remote Viewing program was, then there is hope for TIs everywhere. It's quite possible the Army's "Synthetic Telepathy" program will trip over its own bootlaces, the way Stargate did, and knock itself cold.

Ronson devotes the entire first chapter of his book to "The General." He describes Stubblebine as "the United States Army's chief of intelligence, with sixteen thousand soldiers under his command. He controls the army's signals intelligence, their photographic and technical intelligence, their numerous covert counterintelligence units, and their secret military spying units, which are scattered throughout the world. He would be in charge of the prisoner-of-war interrogations too, except this is 1983, and the war is cold, not hot. . . . His job is to assess the intelligence gathered by his soldiers and pass his evaluations on to the deputy director of the CIA and the chief of staff of the army, who in turn pass it up to the White House."

In 1981, Army INSCOM inherited Operation Grill-Flame, one of the first Remote Viewing programs, from the Defense Intelligence Agency, and Gen. Stubblebine was put in charge. Grill-Flame was renamed Operation Center Lane. The program had originally been run by Jack Verona, a nuclear physicist and head of the DIA's Scientific and Technical Intelligence Directorate, who simultaneously ran a DIA mind-control program called "Sleeping Beauty" that dealt with the offensive use of microwave weapons.

Lt. Col. John Alexander - Chief of the Army INSCOM Advanced Human Technology Office, an agency created by Gen. Stubblebine as part of the Army INSCOM "Beyond Excellence" Program. This is the program that started the spoon-bending craze, described by Paul Smith in the first chapter of his book.

Many targetted individuals look on Col. Alexander as the Pentagon's top spook when it comes to artificial telepathy and psychic warfare. In fact he was relatively low on the totem pole, reporting to Gen. Stubblebine, who in return reported to the Army Chief of Staff.

Alexander began his military career in the Green Berets and alledgedly participated in the CIA's Phoenix program (an assassination program that killed thousands of people in Vietnam). Evidence that Alexander participated in the Phoenix program seems a bit thin, but no one denies that he was a commander of Army Special Forces teams in Thailand and Vietnam from 1966 to 1969. He "led Cambodian mercenaries behind enemy lines, and took part in a number of clandestine programs, including Phoenix," according to Steven Aftergood in a biographical sketch written for the Bulletin of the Atomic Scientists ("The Soft Kill Fallacy," 10 Sept 1994, v 50, No. 5, p 40).

Counter-personnel Effects on DoD Wish List

The PowerPoint slide at left clearly lists the "non-lethal counter-personnel capabilities" that the United States Department of Defense wants to acquire in the next 10 to 20 years.

This slide has been taken from a presentation given in November 2001 by the commander of the Joint Non-Lethal Weapons Directorate, entitled "To The Future: Non-Lethal Capabilities Technologies in the 21st Century." The outline indicates that the DoD foresees development of counter-personnel weapons that "will attack a target's senses or cognitive/motor capabilities," namely the person's ability to smell, taste, feel, hear and see. The check-box clearly includes "emotion" and "motor skills" on the shopping list.

Perhaps most interesting about this list is the prediction of "accurate, long-range payload delivery along with a non-lethal delivery means." The editors at the Sunshine Project assume this must be a reference to "non-lethal" chemical weapons, delivered as mortar rounds. But could this also be a reference to the use of space-based vehicles and directed energy weapons?

The research and development of space-based psychotronic weapons would fit this wish-list admirably.

Effects Reported by Targeted Individuals

The illustration at right, found at the mindjustice.org website, lists many of the effects reported by voice hearers and those individuals who believe themselves to be targeted by psycho-electronic weapons.

They bear a remarkable resemblance to the negative Human Effects envisioned by the U.S. Air Force in 1996, notably: disrupting a person's effectiveness or mission accomplishment through sleep induction, sleep deprivation, subliminal suggestions, manipulation of emotions, forced memory loss, and creation of false perception (see the last post).

A detailed list of "Psycho-Electronic Weapon Effects," found at the Synthetic Telepathy website below, exactly parallels the effects listed by the illustration at right. They are apparently from the same source, a "targeted individual" describing her personal experience. The list has been modified and altered for the sake of clarity.

The effects described appear to be a combination of Non-Lethal Weapons effects mixed with subliminal hypnosis, behavior modification and classic PSYOP harassment.

Human Effects Testing and Body Modelling

At right, one may see an illustration of Human Effects testing and computer characterization, as described in 2002 by Lt. Gen. Buck Bedard in a PowerPoint presentation on "The U.S. Department of Defense Joint Non-Lethal Weapons Program."

This illustration also represents what many Voice Hearers or "targeted individuals" describe feeling: As if they were wrapped in a cocoon of electromagnetic energy, with holographic images of another person's body being projected upon them. The TIs often interpret this as a form of astral projection, in which a ghost, evil spirit or demon is attempting to "possess" their body.

However, the phenomenon might also be described as an advanced form of body mapping. It's as if a 3D hologram of one person's body were projected or superimposed on the body of another person. The result would be more than simple verbal telepathy: It would feel disturbingly as if another person were inside one's own skin.

When irradiated from a distance, it is possible that a highly sophisticated data collection program (similar to the facial recognition programs used at airports) could "electronically photograph" the body of a human target, eventually building an extremely accurate, computer-generated 3D model, much like the ones shown in the photo above. A similar model could be created for the assailant. A computer could then be used to merge the two body maps.

The result would be an extremely powerful means for imposing sensory hallucinations on the target: Think of it as a form of 3D "voodoo doll" into which pins could be stuck. Such computer models would also provide a powerful means of modelling and measuring the "bioeffects" of different stimuli delivered by remote radiation or beam weapons.

A commercial version of 3D body modelling software (called "Poser") is now available on the market for less than $300. It is widely used by digital artists and graphic illustrators:

What we are describing here would be much more sophisticated, but certainly not outside the reach of military weapons labs. In fact, the Air Force Research Laboratory has developed a body modelling system for "realtime feedback of human effects and behavior effects" when testing Non-Lethal Weapons. While this certainly does not constitute proof that the Air Force is, in any way, testing out the "human effects" of Artificial Telepathy weapons on innocent civilians, or beaming voices into the heads of human targets, or using 3D holographic models to "virtually rape" and torture people, it suggests that the technology to do so may actually exist.

"Prior to the mid-21st century, there will be a virtual explosion of knowledge in the field of neuroscience. We will have achieved a clear understanding of how the human brain works, how it really controls the various functions of the body, and how it can be manipulated (both positively and negatively). One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused, that can couple with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions (and thus actions), produce sleep, transmit suggestions, interfere with both short-term and long-term memory, produce an experience set, and delete an experience set. This will open the door for the development of some novel capabilities that can be used in armed conflict, in terrorist/hostage situation, and in training . . . "

The Air Force Research Laboratory, in particular, has a very strong interest in testing Human Effects of pulsed weapons on human behavior for the reasons stated below.

"The Council on Foreign Relations Independent Task Force report on Non-lethal Technologies concluded that a major uncertainty in the use of non-lethal weapons is the question of human effects. The Center for Strategic and International Studies reported "The significant value of strategic applications on non-lethal technologies ...was predicated on the assumption that the weapons can be made to work as advertised. It is currently not known if they can."

"Although there is a sense of urgency to field NLWs today, the need to demonstrate that weapon payloads are effective against human targets and do not cause unintended harm is critical to mission success.

"The Joint Non-Lethal Weapons Program (JNLWP) began in 1996 as a Congressional initiative to provide warfighters with a family of NLW systems that have a range of optional non-lethal capabilities across the full spectrum of threats and crises. NLWs are defined as 'weapons that are explicitly designed and primarily employed so as to incapacitate personnel or materiel, while minimizing fatalities, permanent injury to personnel, and undesired damage to property and the environment.'

"The Master Plan for the JNLWP states, 'The successful use of NLWs is grounded in the user's level of confidence that consequences of their employment will decrease rather than increase the level of confrontation. To achieve this level of confidence, the health effects of the NLWs must be completely understood. Commanders in the field, when faced with the decision of which NLW to employ in a given scenario, must be able to confidently predict the most probable effects on people.' Human effects are fundamentally crucial elements of non-lethal weapons development and employment.

"Establishing an NLW human effects capability has been on a fast track over the last few years. First, the Joint Non-Lethal Weapons (JNLW) Integrated Product Team chartered the Human Effects Process Action Team (HEPAT). Then, the HEPAT briefed the concept for the JNLW Human Effects Center of Excellence (HECOE) to the Joint Non-Lethal Weapons Directorate (JNLWD). The HEPAT subsequently recommended that the DoD should establish a DoD NLW HECOE to serve as the centralized resource to ensure human effects of NLWs are adequately addressed as early as possible in the development and acquisition cycle and throughout the life cycle of the weapon system.

"AFRL and the JNLWD signed an historic Memorandum of Agreement (MOA) on June 7, 2001 at Brooks Air Force Base, Texas, that launched a new era in NLW development and established the HECOE . . . . The JNLWD selected the Human Effec-tiveness Directorate to manage the new HECOE based on the strength of its many contributions to non-lethal technologies effectiveness research during the last decade.

"NLW bioeffects has been a research competency for AFRL and its predecessors for over ten years. AFRL is one of many resources available to carry out JNLW-funded human effects research identified by the HECOE. The MOA between the JNLWD and AFRL provides the foundation for tapping scientific expertise throughout AFRL.

"Human effects are widely recognized as the "long-pole-in-the-tent" for most aspects of NLW operational utility, technical feasibility, and policy acceptability. The HECOE is the human effects "one-stop-shop" resource for NLW program managers, ensuring they have the data needed to make informed and educated decisions.

"Among other duties, the HECOE is developing a central repository of human effects data. The HECOE will analyze human effects for NLW program managers and recommend research to fill identified data gaps, coordinate human effects modeling and research efforts, and maintain a listing of qualified agencies capable of conducting research, testing, and analyses.

"Colonel George Fenton, JNLWD Director, emphasizes characterizing human effects as a foundation and core element of the JNLW program. The level of risk of injury or lethality to targets and the probability that a weapon will be effective against a spectrum of targets is important information for the weapon developer and the users in the field.

"To provide a solid foundation for characterizing the target response effects and the risks of unintended effects, the HECOE brought together a panel of world-class experts on risk assessment, medicine, and decision analysis who worked with DoD NLW subject matter experts, materiel developers, and program managers. This very successful workshop produced a report on risk characterization framework.

". . . . The HECOE published human effects evaluations on four candidate NLWs and is assessing data on stingball blunt impact and TASER® electroshock. NLW program managers are establishing working relationships with the HECOE, and management of the associated human effects research programs is currently on a reimbursable basis. "

Dr. Michael R. Murphy works at the Air Force Research Laboratory's Human Effectiveness Radio Frequency Radiation Branch (HEDR) at Brooks-City Air Force Base, near San Antonio, TX. He has "an extensive research career in radio-frequency (RF) bioeffects research and international collaboration for RF bioeffects," according to AFRL's Human Effectiveness Directorate Newsletter for November, 2006.

Dr. Murphy is apparently an associate of the Dr. Kenneth Boff, the Chief Scientist of the Human Effectiveness Directorate in 1998.

He earned a BS in psychology from Occidental College, Los Angeles, and a PhD in neuroscience from MIT. In 1982 he returned to his home town for a position with the U.S. Air Force, first working on prophylactics/treatments for chemical warfare agents, and then moving to radio frequency bioeffects in 1992. From 1994-2004 he was Chief or the USAF Radio Frequency Radiation Branch. He is a member of the Bioelectromagnetics Society, the Directed Energy Professional Society, the IEEE Engineering in Medicine and Biology Society, and the IEEE Standards Board. He is active is the IEEE International Committee for Electromagnetic Safety, for which he serves as International Liaison.

"The United States Air Force presented Dr. Michael R. Murphy, Chief of the Human Effects Directorate's Radio Frequency Radiation Bioeffects Branch, the U.S. Air Force 2002 Science and Engineering Annual Award for Achievement in Areas of Exploratory or Advanced Technology Development. Dr. Murphy directed efforts to document human effects data in support of Non-Lethal Weapons (NLWs) and is the Chair of the North Atlantic Treaty Organization's Technology Group on the Human Effects of Non-Lethal Technologies.

"Dr. Murphy provided Air Force capabilities and expertise in support of the Department of Defense (DoD) Executive Agent for NLWs through the Joint Non-Lethal Weapons Directorate (JNLWD). Dr. Murphy led research and risk communication efforts in support of the human effects of a unique microwave-based, anti-personnel, non-lethal weapon called an Active Denial System (ADS).
